摘要
知识是保持竞争优势的一种必要的资源。就区域创新系统而言,知识在系统内部各行为主体之间是否能够顺畅流动决定了系统创新能力的大小和区域经济发展的快慢。本文结合湖北省的实际和理论分析的基础上,借鉴国家创新系统中对知识流动评价的指标体系及考虑实际数据的分析处理,采用发表科技论文数、科技项目经费支出等9个指标来分析湖北省这个区域创新系统内知识流动的现状及知识流动的障碍,提出了解决这些障碍具体的政策建议。
Knowledge is a necessary resource for keeping competitive advantage. With regard to the regional innovation system, whether the knowledge in the system can flow freely among the internal behavioral principal elements decides the creativity of the system and the speed of regional economic development. By reference to the appraisal indexes for knowledge flow in the national innovation system and the processing methods for the actual data, nine indexes are adopted to analyze the status and the obstacle in knowledge flow in Hubei Province. The nine indexes include the thesis number of science & technology, the budget expenditure for science and technology program, and so on. Finally, concrete suggestions on policies, which can remove these obstacles, are put forward.
