摘要
东北经济区县域经济发展对振兴东北老工业基地所具有的意义,应该以“振兴东北老工业基地”战略的实施为契机,立足于现有的资源基础,通过解放思想、营造氛围、全方位推进改革,改善环境、大力发展招商引资,注重主导产业的选择和培育,发展小企业集群,对政府进行合理的角色定位,推动小城镇建设,发展民营经济等措施来全面提升县域经济核心竞争力,从而促进东北经济区县域“生态———经济———社会”复合系统的持续、稳定、健康发展,促进“东北振兴”目标的实现。
In view of the compertance of northeastern county economy to the northeast old industrial base, the paper holds that it is important to take the opportunity of boosting northeast old industrial base, by promoting the innovation in all aspects, improving environment, enlarging investment, and developing key industry. On the basis of building private enterprises, especially the improvement of core competition of county economy it can be realized the ＂ecology - economy - society＂ system under sustainable, stable and healthy development in the course of boosting the nortbeastem economy.
