摘要
转移农民、减少农民是社会发展的必然,但减少农民不能超越现实,而现实是一方面我国精耕细作的传统小农经济需要一定量的农民,另一方面城市的经济发展容纳不了那么多农民,这就要求我们在减少农民的过程中充分考虑社会经济的发展状况,兼顾农村和城市二者的协调发展,要最终解决“三农”问题只有在现阶段善待农民、缓释农民。
Transferring and eliminating peasants is an inevitability of the social development. However, it should be realistic to decrease the number of peasants. On the one hand, the reality is that we need certain number of peasants for our traditional elaborated cultivation. On the other hand, urban economic development could not provide enough space for the entry of peasants. We should consider the reality of the social economic development and pay attraction to the balance of the development of both the urban and the rural. In order to resolve the ＂THREE - PEASANT＂ problem in the end, we should treat peasants kindly and decrease the number of them gradually.
