中国财政科技投入管理中存在的问题及对策 被引量:12

摘要 从科技项目管理的角度对中国科技财政投入产出水平低、科技创新能力不高的现状进行了分析,发现中国科技项目管理存在缺乏统筹规划、条块分割严重、政府行政人员直接参与并决定科技计划项目、项目申报程序多、执行中监管不力、验收走过场等问题,建议借鉴国外一些国家在科技管理中的先进经验,提出中国科技投入管理的对策:由国家负责科技的宏观调控;由专业组织集中进行科研活动;由专家组织并负责科技项目的管理及监督,尤其是对项目执行中和完成后的监督和评价工作;集中科技资源,攻克科技难题;优化科技管理流程,强化科技管理控制及评价,提高科技资金的效益;建立项目库、资源库、数据库等科技信息系统,充分利用科技资源。 Low output of Chinese science and technology input and low technical innovation are analyzed from the aspect of project management. From the result of investigation, many problems are found such as lacking layout and plan as a whole, serious division, problems from government administrators' taking part in and deciding projects directly and personally;redundancy in application procedures, weak supervision for project execution, formalistic checkups and acceptance. The paper suggests that such kind of management in foreign countries should be introduced, such as macroscopic regulating and controlling by the nation, doing the research by the professional group, which can gather funds and focus on the important projects. Finally, the strategies to improve China's science and technology input management are put forward, such as regulating by the nation, setting up professional organizations to do the research together; forming special group to take charge of management and supervision, especially during the execution and at the end of it, solving the technical problems by intensifying all the resources, optimizing science and technology management flow, and strengthening the controlling and appraising procedures to increase the benefit of the technical funds;establishing scientific and technological information system in order to make the best use of the technical resources.
