摘要
本文从技术、社会、文化3个层次考察网络对政府的影响,指出:网络使政府向电子化、扁平化和服务化方向转变。随着21世纪网络的不断兴盛,这样一种趋势必将更加明显且不断持续下去。
This article studies the network＇s impact on government from the aspects of technology, society and culture, and it also points out that the network makes the government approach to electronization, flatness and serviceness. With the development of the network in 21st century, this trend will be more obvious and continue constantly.
