摘要
随着我国社会主义市场经济体制的确立,高校资产构成呈现多元化趋势。它为高校的改革与发展提供了强大的物质基础,也给高校的国有资产管理带来了许多新情况、新问题。为了加强国有资产的监管力度,防止资产流失,优化资源配置,确保国有资产的保值和增值,高校必须健全管理机构,完善管理制度,做好产权关系的界定,控制资产的流失,达到资源共享,促进高校资产结构与布局的优化。
With the establishment of the system of socialism market economy, the assets constitution of the colleges and universities assumes a many-faceted tendency, which offers a solid material base for the reform and development of the colleges and universities; however, a lot of new occurrences and problems also appear. In order to strengthen the supervision of the nation owned assets, prevent them from running off, optimize the dispose of resourses, and ensure the nation-owned assets maintained and increased in value, the management organization of colleges and universities must be strengthened, their management regulations must be perfected, the relationship of property right must be defined, as well as the assets should be controlled from running away, the shareness of resourses should be achieve so that all of which will contribute to the optimization of the structure and distribution of assets of colleges and universities.
