摘要
当前我国的行政机构改革与政府职能转变已陷入到了“双重困境”,究其原因,关键在于中央与地方的“纵向权力下放”与“横向权力调整”互相脱节,致使一些深层次矛盾和问题虽经多次改革而得不到根本解决。因此, 中国下一步应当依照《宪法》的规定,撤消职能定位模糊的“地区建制”,取消不符合法律规范的“地级市政府”,从“城乡合治”走向市、县分置(地级市一律改为县级建制),建立和完善实行“省直管县”或“省直辖市”的地方行政管理新体制。
Recently, our country＇s administrativereform and government function shift fell into ＂the dual difficult position＂. The key lies in the disjointedness of the central and regional governments in the course of ＂the longitudinal authority releases＂ and ＂the crosswise authority adjustment＂, leafing some contradictions and problems unsettled. Acoording to the ＂Constitution＂, China should abolish the fuzzy ＂regional organism＂, cancel the illegal ＂prefecture-level administration＂, change the ＂urban and rural co-administration＂ into level-to-level management of city and county, and gradually consummate the system of ＂the province＇s municipality＂.
