摘要
我国矿业已得到了很大发展，但在矿产资源的开发利用及管理中仍存在许多问题。本文深刻分析其成因，认为观念陈旧，矿法宣传不够，矿法的实施没能落到实处，管理体制改革滞后，技术落后，采、选、冶回收率低，运行机制不合理等是主要原因。应该采取积极、配套的措施，切实解决实际存在问题：即进一步加大矿法宣传力度，理顺矿业管理体制；实行持证开采、经营；强化执法手段；加强地质勘查工作；采用先进的开采技术，保护矿产资源，保护我们的环境，促进经济的发展。
Now much improvement has been made in ruining industry in china, but some problems still remain unsolved in the development, utilization and management of mine resources, Suchas mining the rich and give up the poor, wilful waste, pollution and mining right dispute, refusingto give the resource compensation. This paper gives the reason why all above happen. It is considered that the main reasons are an outmoded notion, lack of propaganda of the mining law, backward management and technology, the low reclamation of exploitation, mineral separation, smeltand an unreasonable running system. Therefore measures must be tahkn to solove problems including carrying on anctive propaganda and improving mining management system, Adopting theadvanced mining technology.
