摘要
“电子政务”常常被认为就是办公自动化系统的建设;然而,办公自动化系统的建设只应该是“电子政务”建设的一小部分。作为以“辅助决策”见长的地理信息系统应该在“电子政务”中发挥更大的作用。本文结合“数字福建”的建设实践,提出了面向电子政务的地理信息服务层次模型,并从基于空间尺度的面向电子政务的地理信息服务体系构建、基于专题的面向电子政务的地理信息服务体系构建和公益性面向电子政务的地理信息服务体系构建三个方面比较全面地探讨了面向电子政务的地理信息服务体系构建策略。
In the past study of Electronic Government mainly focused on the OA(Office Automation) system.However OA system is only a small part in the construction of Electronic Government.As the geographic information science has its prominent advantage of geographic information management and decision-making,it should play an important role in the construction of Electronic Government.In this paper we put forward the Electronic Government oriented geographic information service four layers model based on the practice in the construction of 'Digital Fujian'.And the construction policy is studied from 3 aspects.
