摘要
我国工程建设标准体制已成为建设行业可持续发展的瓶颈.现行标准体制存在的问题是:强制性标准与推荐性标准条文混杂;强制性标准与推荐性标准无法配套联动;强制性标准数量过多、覆盖范围过于宽泛等.借鉴发达国家和地区工程建设标准化管理经验,以与国际惯例接轨为目标,以W TO/TBT的基本要求为依据,提出新型工程建设标准体制.
The system of engineering construction standard has become bottleneck of the development of construction industry in China. The problems of current restriction mode of construction standards are analyzed, including the items of compulsive standards and recommended standards are interweaved ; the implementation of compulsive standards and recommended standards is not in perfect harmony; the amount of compulsive standards is too large and the covered range is too wide etc. Through the reference to the situations for the execution of technical standards and codes in various developed countries and regions, the new system of engineering construction standards is systematically proposed based on the comparison between home and abroad.
