摘要
“十一五”规划指出,必须提高自主创新能力,把增强自主创新能力作为科学技术发展的战略基点和调整产业结构、转变经济增长方式的中心环节。大力加强自主创新能力建设,首先必须强化加强自主创新的意识和决心,还需要在体制、政策等内外环境因素方面下大功夫。
The Eleventh Five-year Programme emphasizes： Must improve creative ability in independence, consider the build：up of the creative ability in independence to be the strategy of the science technique development and the center link of the way to adjust the industrial structure, change the economy increase.Enhance strongly creative ability in independence developments, firstly must enhance the conseiousnes and decision that enhance the independence, then must make great efforts on the system, policy, the inside and outside environments and so on.
