党的十六大提出了全面建设小康社会的奋斗目标,全面建设小康的关键在西部地区,没有西部的小康,就没有全国人民的小康。西部地区的发展状况如何,对全面建设小康社会和实现现代化,具有至关重要的意义。西部地区小康建设的相应对策是:不断进行制度创新;营造良好环境,形成加快发展的浓厚氛围;完善和落实国家扶持西部地区的政策性措施;加强西部地区的生态环境建设;调整西部地区的产业结构,大力发展具有鲜明特色的优势产业。
The sixteenth congress of CPC put forward the goal to build a well - off society in an all - round way. Its key lies in western region. If there are not a well - off society in western region , there are not going to be a well - off society in the whole country. It is very important to develop the western region.
