摘要
“行政区经济”、产业结构趋同使乌昌两地比较优势难以实现。为此,2004年底,新疆党委和政府审时度势提出了乌昌经济一体化战略。本文对乌昌经济一体化所面临的政府管理体制问题进行了分析,并探寻其创新途径,这对促进乌昌经济发展并进而带动天山北坡经济带以及全疆经济的发展具有重大的现实意义。
Administrative- district economy and industrial structure assimilation, make it difficult to realize Urumqi and Changji＇ s comparative advantages. At the end of 2004, the Party committee and government of Xinjiang Uygor Autonomous Region considered the situation and set the strategy of Urumqi - Changji economic integration. Therefore, to recognize the function and meaning of Urumqi - Changji economic integration, to analyze the problems on its government administrative system and to mouse out innovate approaches are of great practical significance in accelerating Urumqi - Changji economic development, promoting the economic development of Tianshan northern belt as well as the whole Xinjiang.
