摘要
公共决策的伦理维度及伦理特性主要表现在公共决策的功利性、公正性和责任性等方面。公共决策在注重决策科学性和决策效率的同时,必然面临社会的种种公共价值选择。公共决策必须维护社会的公正原则,彰显社会的正义性,才能充分体现决策的伦理道德关怀。同时,公共决策者和决策参与者作为公共决策的责任主体,也必然承担公共决策的法律责任和道德评判。
The paper holds that the ethical dimensions and characteristics of public decision-making are mainly represented in its utility, justice and responsibility. With emphasis on feasibility and effi ciency, public deeision-making is unavoidably confronted with various public value selections in the society. Only by maintaining the social justice principle and displaying justice in society can public decision-making fully embody the ethical and moral concern of decision-making. And also, public decision-makers and participants, as responsibility subjects, judgment of public decision-making. should bear the legal responsibility and moral
