摘要
私有化既不符合人类社会历史发展的规律，也不符合我国的基本国情。国有企业改革决不是要搞私有化，但可以实行非国有化：一是将国有中小企业变为非国有企业；二是将大部分国有大中型企业变为股份有限公司，小部分变为有限责任公司，余下极少数保持国有甚至国营形式；三是将国家所有制形式改变为人民所有制形式，与政府机构完全脱钩。当前，在关于国有企业改革的诸多问题，如建立现代企业制度，国有企业产权制度改革和加强内部经营管理等方面，都需要开展民主的讨论和科学的研究。
Abstract Privatization is neither coincided with the historical development rule of human society nor with the basic conditions of our country. The reform of State Owned enterprises if not aimed toward privatization but may be practised on the course of non--state ownership: 1) to change the small and medium size SOE into non-state owned enterprise; 2) to change most large and medium size SOE into stock corporation with limited liability, while a small part of SOE into companies with limited liability and with a least fraction of SOE still kept their state owned form or even run by the state; 3) to change the form of SOE into the form owned by the people and disconnected with governmental organizations. Numerous prolblems oncerning the reform of SOE such as the establishment of modern firm system, the freform of SOE property right and the strengthening of internal management are to be discussed and studied democratically and scientifically.
