摘要
深圳市劳务工合作医疗试点以来,到2005年12月参保人数已达110多万,定点医疗机构157家。门诊次均费用56.76元,住院次均费用为3497.55元。在为劳务工提供医疗卫生服务的过程中,存在着卫生服务供给不足、可及性差、定点医疗机构缺乏有效管理、医疗服务能力不足、劳务工卫生服务利用水平较低和医疗费用自付比例偏高等问题。因此,必须适当增加投入,合理布设定点医疗机构;加强规范化管理,提高定点医疗机构的服务能力;调整偿付办法,促进合作医疗筹资与支付平衡;强化政府行为,相关职能部门密切配合。
Since the cooperative medical system was piloted in Shenzhen on March 1st, 2005, there had been more than 1.1 million attendants and 157 ordered medical centers till December, 2005. The outpatient average expense was 57.76 RMB, and the hospitalization average expense was 3 497.55 RMB. During the process of health service supply for labor workers, some problems had been existed. The health service supply was not sufficient; the ordered medical centers were lack of effective management; their capacity of health services supply was limited; the health service utilization of labor workers was lower and the percentage of medical cost paid by labor workers was higher. So it is necessary to layout the ordered medical centers by increasing input, improve their capacity by standardized management, find the balance point between the financing and paying by adjusting the reimburse rate and intensify the governmental responsibility by the related sectors cooperating closely.
