摘要
通过对已完烟气脱硫工程的后评价,可为今后烟气脱硫项目的立项、建设及运行提供科学依据。在阐述烟气脱硫项目后评价的必要性、程序和内容的基础上,根据系统工程原理,通过层次分析法构建火电厂烟气脱硫系统的多层次后评价指标体系;应用多指标模糊综合评价方法,建立较完善的火电厂烟气脱硫系统后评价模型和方法,确定烟气脱硫工程后评价的程序和方法。该方法可将影响烟气脱硫系统的诸多因素定量表达出来,确保烟气脱硫工程项目后评价的客观性和准确性。多指标半结构性模糊分析评价方法将客观定量评定与人的经验评定有效结合,给这类工程项目一个直观且更全面的评价。
The necessity and procedure of FGD evaluation were explained in detail, which is the key to scientific management. Theories and methods for evaluation after project construction were studied in this paper, based on which the characteristics, contents, basic principle sequences were analyzed and the index system of post project assessment was established through AHP. In light of the fuzzy comprehensive evaluating model, this paper built a set of post-evaluation models and methods for the FGD project, with which many factors affecting this system can be formulated so as to guarantee the objectivity and accuracy. The theoretical method is a development of evaluation system for the FGD projects.
