摘要
全面、科学地构建一流的高等教育体系是我国高等教育健康发展的关键。高等教育体系应是金字塔型,即少量学术研究型大学,一批教学研究型大学,大量育人为主的地方大学、职业技术学院。构建这样的体系,必须加强政府宏观调控,正确处理整体与局部的关系;调动各级政府办学的积极性,正确处理国家办学和地方办学的关系;鼓励高校自我发展,正确处理发展与自我发展的关系;借鉴国外先进经验,正确处理国际性与民族性的关系,从而形成层次清晰、定位准确、分工合作、互为补充的、具有中国特色的现代高等教育体系。
To establish a world-class system on higher education is the key to the healthy development of the higher education in China. The model of the higher education system in China should be a pyramid, i.e. a small number of universities on academic research, a group of universities on teaching and academic research, a large number of local universities and professional technical colleges with mass education as main task. To achieve this, macrocontrol on government should be strengthened by dealing with the entirety and locality properly; the activeness on government school-running should be mobilized by dealing with government running schools and local running schools properly; encouraging the self-development of universities and concert the relationship between the development and self-development; the good experiences of other countries should be referred by dealing with internationalism and nationalism properly so as to form a modern system on higher education with distinct level, precise orientation, mutual complementing and the Chinese socialist characteristics in China.
