摘要
现阶段我国农地制度的合理性,主要体现在农地集体所有的产权制度实现了创新,家庭经营制度适应了现阶段我国农村经济发展的客观要求,农地管理制度的完善与管理效率提高。存在的缺陷与不足主要表现在农地产权界定不清、所有权保障不力,家庭经营制度存在内在矛盾,农地资源配置不合理与流转机制不完善等方面。
The rationality of the Chinese agrarian system is reflected mainly in an innovated collective ownership of land. The household management system adapts well to the actual requirement in rural China in the present period of economic development. It is imperfect, however, in the sense of unclear property rights, which is associated with inability to protect the farmers’ rights, internal defects in the household management system, irrational allocation of resources, and difficulties in transfer of land plots
