The ideas of new socialist villages should cover realistic goals of public policy rules. The present conditions in rural China and the concept to construct new villages are to determine the targets of the new public policies, objectives, and measures to be undertaken. The predicaments of the public policy arrangements are to be recognized, and three dimensions of the new policy system to be considered
