摘要
Based on much research,the root causes in the system for the difficult policy implementation in Shaanxi province is analyzed with frontier theories of Modern economics.Counter-measures that strike at the root of the problem as well as its harmful effect are proposed,which can be used for reference by the underdeveloped areas in west China to further optimize the soft environment for investment.
