湘西地区社会经济落后的集中体现是支柱产业发展落后。湘西地区开发的重点是产业开发,产业开发的突破口是支柱产业发展。湘西地区开发中的支柱产业发展,按照区域商基准、产值(利润)基准、产业发展预期综合评价、科学排序是前提,有效投入是关键,产业政策是保证。
The backwardness of the development of key industries is mainly reflected in the backwardnoss of economy in the western part of Hunan. Developing key industries in the focal point exploiting that area. The breakthrough point to develop its key mdustnes. With scientific order as its premise and guaranteed by the favorable industry policy, efficient investment play a key role in its deve neat.
