摘要
公共行政学的危机不在于它缺乏一个统一议题,这恰恰是其优势所在。真正的危机在于,公共行政学研究方法的滞后制约或限制了公共行政学的发展,削弱了公共行政学指导公共行政实践的作用和功效。公共行政学必须形成一种适合于应用性专业领域的研究方法或传统,而不是照搬主流社会科学的研究方法。学术界、实践界应当就适合于公共行政的合理研究方法和研究可接受性的合理标准不断地进行讨论、争辩、审议和论证,并用之来指导研究实践。
Public Administration faces a serious legitimate crisis, which attracts the attention ot many scholars. The article argues that lacking of a unified topic is not the cause for the crisis. The true cause is that the lagging behind of methodology restricts its development, which impairs the function and effectiveness of public administration in guiding the practice. Public administration must form its own methodology which fits well with the professional field instead of copying the methodology of mainstream social science. The academicians as well as and practitioners should discuss, argue, debate, deliberate the proper methodology of public administration and the criterion for judging the acceptability of research. When the international world is in hated discussion on the proper methodology of public administration, our Chinese scholars should also join in to contribute our indispensable local narratives.
