摘要
2004年7月,国务院出台了《关于投资体制改革的决定》,提倡在政府投资公益性项目的建设中,推广代建制管理。目前,全国各地正在大力推行代建制模式,对代建制的研究也日益高涨。通过对代建制管理模式的优势及不足进行综合分析,认为现阶段推广代建制,应该着重于法规、机制和体制的完善,从而推动改革的深入进行。
The Stale Council advocated agent construction management mode in commonweal construction projects financed by government. After analyzed the advantage and disadvantage of this method we thought that the improvement for related laws ＆ regulations, mechanism and systems should be the key points for extending mode, and so to improve the reformation.
