摘要
耕地的潜在效益研究是土地整理理论及其实践研究的一个重要组成部分,分析耕地整理活动对经济发展、生态环境、社会发展等引起的效应,不仅可以丰富土地整理的理论,而且对规范与指导土地整理的实践活动具有重要现实意义。本文在设计调查问卷,进行大兴区耕地整理效益农户调查的基础上,结合历年统计资料、土地整理项目资料等,分别对大兴区耕地整理的资源效益、经济效益、生态环境效益与社会效益进行了定量评价,结果表明大兴区耕地整理的潜在效益还是相当可观的。
Potential benefits evaluation of cultivated land is an important part in the land consolidation theory and practice. It can improve the land consolidation theory and guide the practice depending on the analysis of the effects of cultivated land consolidation on the resources, economic, environment and social development. Though the aims and contents of cultivated land consolidation are different in different countries, the practice showed that it could increase production and income, protect and improve the environment and provide farmers with better living conditions. So the comprehensive potential benefits of cultivated land consolidation are the aggregation of resource, economic, environmental and social benefits. The potential resource benefits of cultivated land consolidation come from the increased total production depending on the increased cultivated land and the promotion of the efficiency. The economic benefits come from the farmers＇ income. The environment benefits come from the changes of the structure and the function of natural ecosystem and the environment. The social benefits come from the rural environment, and social economy, as well as the rational use of natural resources. In this study, the author evaluates the resource benefits, the economic benefits, the environment benefits and the society benefits of potential cultivated land consolidation respectively according to the farmer inquiry statistical datum and the cultivated land consolidation project in Daxing District. The results show that there are great benefits of the potential cultivated land consolidation in Daxing District. However, the evaluation of environment benefits of cultivated land consolidation is sketchy owing to the limited datum.
