摘要
通过招标投标作出采砂许可,可以实现采砂船的公平竞争和采砂的有效监管。根据采砂权招标的特征,评标因素包含投标文件完整性、投标报价、采砂船舶基本情况、采砂作业及管理方案、交纳相关费用等。衡量投标文件是否最大限度满足招标文件中的各项评价标准,可以采取百分制的方法,统一评标标准,量化评标因素。
Sand excavation permission made through bidding can realize fair competition and effective supervision of sand excavation. According to the feature of sand excavation right bidding, factors related to bid evaluation include completion of bidding document, bidding price, basic condition of sand excavation boats, sand excavation operation and management options and fees payment. Centesimal method or unifying bid evaluation standard or quantifying bid evaluation factors can be used for evaluating whether the bid document satisfies each bid evaluation standard to the greatest degree.
