未来15￣20年是我国水利水电发展的重要机遇期,同时也受到生态与环境等多方面因素的制约。做好水利水电建设与生态保护两篇文章。做到人与自然和谐相处,要从科学规划做起,维护战略规划的严肃性;要坚持以人为本,做好移民安置工作;要开拓创新,改进工程规划设计运行管理。
The next 15-20 years are critical period for China＇s water and hydropower development, which is restrained by ecological and environmental factors. Two respects of water and hydropower development as well as eco-system protection should all be paid attention. In order to promote a harmonious coexistence of human being with nature, strategic planning should be seriously carried out through scientific planning. Resettlement arrangement should be conducted in line with putting people at the center. Engineering planning, design and operation should be improved by innovation and creation.
