摘要
分析了产权的制度功能及其与资源环境问题的相互关系,认为要解决我国资源利用低效及相关环境问题,必须进行资源产权结构的调整,即建立以重要资源国家所有为基础的包括一定范围资源个人所有在内的多元资源产权体系,文章还对一些相关具体问题进行了探讨。
Based on the analyses of the function of property rights and suggested that we must change our property rights system in order to its relationship with environmental problems, it is solve the inefficient utilization of natural resources and the environment problems concerned. Therefore, it is necessary to establish a multi-ownership property rights system based on national ownership of important natural resources and private ownership of some unimportant natural resources.
