摘要
本文认为,目前技术性贸易措施已经取代反倾销,成为我国出口面临的第一大非关税壁垒。面对技术贸易壁垒,我们要积极做好应对工作,从建立和完善社会主义市场经济体制、实行改革开放和贯彻“科教兴国”战略的高度,认识和理解技术贸易保护工作,结合我国历史、文化、技术基础等方面的特点,规范和完善技术贸易保护体系。从政府的角度来说,要建立统一协调的制度和预警机制,建立和完善技术法规体系,建立内外一致、统一规范的认证认可体系。对于企业而言,应积极推行绿色管理,提高自身技术水平和管理水平,优化贸易商品结构。
The author maintains that anti-dumping has been replaced by technical trade, and the technical trade has become the first non-tariff barrier. Facing with the barrier of technical trade, we should, first, improve our ability of coping with it： second, understand the significance of technical trade protection; third, standardize and improve the protection system of technical trade. The government should, set up a coordinate system and early warning mechanism, set up and improve the law system for technical trade, and a coordinate, unified and standard certified and approving system. The enterprises should promote green management, improve their own technical and management level, and optimize the structure of trading commodities.
