摘要
文章以国土资源部开展完善体制提高素质活动为内容,从目前我国国土资源在宏观管理体制上的缺失,分析了完善国土资源管理体制的基本思路,提高素质的具体要求,以及两者之间的关系:完善体制需要高素质的人才去进行实践和创新,体制的完善也是提高素质的保障。完善体制和提高素质还是行政组织、行政行为与行政者构建和谐的行政环境的必然环节,加强人事行政人员的培训是实现活动的主要途径之一。
On the basis of summarizing the activity 'Improving system and increasing quality' launched by Ministry of Land and Resource and analyzing the shortcomings existed in macro-economical management system of land and resources,the paper discusses the ways of improving management system of land and resources,the concrete demands of increasing quality and the relations between them.The author thinks that high quality of human resources is necessary for improving system and implementing innovation,at same time improving system is the guarantee for increasing quality.Improving system and increasing quality is the inexorable link of establishing harmonious administration environment by administrative organization and administrative personnel.Strengthening train of administrative personnel of human resources is the key way of implementing the activity.
