摘要
政府减灾行政是在以城市综合减灾管理为研究对象时总括出的新概念,其含义旨在从理论上强调政府在防灾减灾上的特殊作用,同时从观念、制度等创新上提出了建设政府减灾行政系统的思路。
Government administration for calamity reduction is a new concept derived from the research on the administration of the complex urban calamity reduction, which indicates the special effects of the government in the calamity precaution and reduction; and put forward the system thoughts on the government administration for calamity reduction in creative concept and system.
