摘要
作为W TO的成员国,按照国际规则我国应该对FD I实行国民待遇,而短期内中国政府还不会改变现有的对外资企业的优惠政策。由于政府和企业的短视性,在政绩驱使下盲目引资,导致外资企业对国内某些产业的垄断,国内的某些产业自主研发和创新能力进展缓慢,形成了严重的技术依赖,并影响外汇储备。这些弊端的产生也源于引进外资多多益善的错误认识。
China has been the member of WTO. According to the international regular,we should carry out national treatment for the enterprises of foreign capital, but in short perlod, Chinese government will not change the existing preferential policy for the enterprise of foreign capital. Because of the nearsightedness of government and enterprise attracting foreign capital blindly under political achievements ,the enterprise of foreign capital monopolize the domestic industries ,while the domestice estates make progress slowly in R＆D ability, have formed to rely on the foreign technology seriously , and affect foreign exchange reserve, these abuses also lead to a false idea of the more foreign capital the better.
