摘要
随着60届联大的闭幕,围绕着扩大安理会进行的一系列论战也告一段落。但是由此引发的各种问题,如联合国的发展方向、安理会的作用以及联合国改革的未来影响等都值得去重新思考。在这些问题中,安理会的扩大、加入的程序、成员国的资格等也都需要再继续认真研究。对于所有国家来说,加入安理会常任理事国涉及程序性的问题,也涉及策略性的问题,这些问题不解决就无法实现“常任梦”。从这种意义上说,日本“争常”的思想与行为对于深入研究联合国改革及其影响具有典型意义。
With the close of the sixtieth United Nations General Assembly, a series of controversies on the extension of UN have winded down, however, various kinds of problems caused by the controversies, such as the developing direction of UN, the function of UNSC （ the united nations security council） and the effect of the UN＇s reform are worth rethinking. Furthermore, the problems of the extension, the entering procedure and the certificate of the member states of UNSC need further stady. For all the nations, to be the permanent member of the Security Council concerns not only the procedural, bat also the strategic problems, if these problems are not solved, the dream of becoming the permanent member of the Security Council will not be realized. In this sense, the idea and behavior that Japan wants to enter the Security Council have typical meaning for the further study of the reform of UN and its effect. This paper notices the situation that Japan is now facing and also the problems in its decision - making by analyzing the reforming procedure of UN and UNSC; and furthermore, gives a condensed account on the issue of the future direction of UN, and some certain countries＇strategies and thoughts and their effect.
