摘要
选取和谐社会的政治层面———和谐政治参与为视角,尝试对和谐政治参与的内涵、意义以及实现途径加以论述。在广义政治参与的基础上,和谐政治参与是政治参与的一种理想状态,它具体表现为参与方式、参与动机以及参与深度和广度三个维度上的和谐,它的实现有赖于政府和公民之间的良性互动,即需要政府能力和政府制度化水平的提高,也需要参与主体参与理性和参与能力的提高。
By choosing HPP as the visual angle of the political level of the harmonious society, this article makes an attempt to deal with the intension, significance and means to realization of HPP. On the basis of political participation in its broad sense, HPP is an ideal state, the concrete expression of which is the harmony in the 3 dimensions of the way, the motive and the depth of participation. Its realization is up to the benign interaction between the government and the citizens. In other words, it is necessary for the government to increase its capacity and raise its level of systematization, and it is also necessary for the participant subject to develop its rationality and capacity of participation.
