摘要
由于经济、政治和管理等方面的原因,城市(镇)边缘人群存在着严重的精神贫困倾向,这对城市(镇)的健康发展产生了消极影响。为此,应该采取“把握方向、强化意识、落实责任、形成机制”的方略,对其加以有效疗治,从而大大提升城市(镇)的精神品位和文明程度。
Due to many aspects as economy,polltics and management ,there is a tendency of spiritual impoverishment in marginal parts of cities and towns,which may have negative effect on the development of cities o Therefore,a general plan should be adopted to drastically raise the spiritual grade and the level of civilization ,le ,the strategy of orientation, consciousness,responsibility and mechanism.
