摘要
“以人为本”,作为科学发展观的本质和核心,成为中国新一届政府的执政理念和治国方略。文章试从“以人为本”的哲学意蕴、理论传承和执政实践三个角度予以初步探讨,以期在理论和实践两个层面上加深人们对这一理念的认识和理解。
As the essence and kernel of view of scientific development, human-base has become the ruling idea and administrative policy. This paper aims to discuss it in three respects： philosophic connotation, theoretical heritage and practical governance so as to have a better understanding in this respect from the theoretical and practical perspectives.
