激励缺失与内部人道德风险——关于商业银行操作风险的问卷调查与思考 被引量:18

摘要 随着国内外金融案件的频频发生,操作风险防范问题正日益成为商业银行风险管理的焦点领域。从当前我国银行业已经暴露出来的操作风险案件情况看,最显著的特点就是基层机构发案集中、内部人涉案问题突出。本文结合对79家基层银行业机构的近1500 名员工进行了现场问卷调查,我们的主要研究结论是:当前和今后一段时期,我国银行业操作风险案件防范的形势与任务仍将十分严峻和艰巨,违规操作是案件风险最主要的直接诱因,有效防范和控制操作风险,必须在深入分析和把握其制度根源的基础上,切实解决好制度性的激励缺失及由此引发的内部人道德风险问题。 With the happening of domestic and abroad financial cases, operational risk privation has increasingly become the focus of the risk management for commercial banking. From statistics of operational risk, we can conclude that financial cases usually take place at sub- branches and insiders are involved in most cases. Based on questionnaire, this paper analyzes current situation of operational risk, and points out internal fraud is the most important inducement of cases. To control operational risk, its systemic origin must be analyzed and the insider moral .hazard and its inducement, failure of incentive, must be solved.
