摘要
中小企业对中国经济的发展意义重大：缓解就业矛盾、促进结构调整与产业升级，加大技术创新力度。但其在其发展过程中存在的资金、政策、法律等方面的问题却制约了它的发展。政府应从完善法律体系、完善信用担保体系和健全行政管理机构等方面为这些问题的解决创造条件。
It is very important to develop small -medium enterprises for economy, which includes alleviating and obtaining employment, promoting industrial structure adjustment and strengthening innovative dynamics. But there are many problems restrict its development, such as the obstacle of capital, policy, law and so on. Our govemment should create circumstance to deal with obstacle from perfecting the supporting system by law, perfect credit assuring system and the administrative management organization of small -medium enterprises.
