摘要
共同研发是日本企业开展科研活动的一种重要形式,共同研发具有节约资金、减少道德风险、提高研发投资效益等经济学意义,日本政府通过鼓励和引导企业参与共同研发,为推动其经济的发展发挥了重要作用。现阶段我国的多数企业存在研发投入资金不足、企业创新能力低等问题,政府应借鉴日本政府的做法,引导企业积极参与共同研发。
As one of the important forms of conducting scientific research activities, cooperative research and development of Japanese businesses have such economic significance as reduced research funds, low moral risk as well as high investment-development efficiency. Through encouraging and guiding businesses to join in cooperative research and development, the government of Japan has played an important role in the development of the country＇s economy. Presently, most of the businesses of China are faced with such problems as insufficient investment in research and development and low capabilities for technological innovation. Therefore, the government of this country should learn from the practice in this respect of Japanese government and more actively pilot the businesses to take part in cooperative research and development.
