摘要
小湾水电站水库正常蓄水位１２４０ｍ时，共淹没耕地５５６７８亩（其中水田２３４２３亩，早地３２２５５亩），各种果园７３９亩，各类林地１１万亩．将使３２２０７人（９４年）的农业人口需要另辟生产门路，其中而要搬迁建房的农业移民为２６０６０人．此外还淹没了农村集市（街场）、等级公路和大型桥梁、输电线路通讯线路等专项设备．小湾水库移民安置规划，除了对专项设施进行改建外，重点就是解决这些农业人口的生产就业和搬迁移民的重建新村和家园．经与各界（市）认真调查研究，拟订了开发土地资源的办法来恢复生产，规划开发利用耕地５３３４２亩（为淹没数的９６％），发展果园５８６９亩，经济林１３２４０亩，为每个生产安置人口提供土地２．３２亩，同时规划了相应的引水灌溉工程．对需要搬迁建房的移民，进行了新村规划，配置了人畜饮水、供电、道路和文教卫生设施，移民的生活质量比原来将有较大改善．其所需的建设资金，可从小湾水库淹没补偿费中支付．总之，以开发土地资源安置小湾水库移民的方式，是合理、可行的．
When the normal storage water level of Xiaowan reservoir is 1240m,the Lancang River will submerge cultivated fields 55678 mu(in which,paddy and nonirrigated farmlands are 23423 and 32255 mu separately), orchards 739 mu, timberland 1100000 mu, Agricultural population of 32207 (in the year 1994)have to find another way for production, in which,agricultural migration of 26060 have to move and build houses. Moreover,special facilities sush as rural markets,graded highways, heavy bridges, transmission lines and communication links would be submerged as well. Apart from specialized facilities should be rebuilt,the keynote of resettling migration scheme focuses on the employment, moving migration and reconstruction. Having investigated carefully with the local authorities,measures of exploiting land resources has been drawn up to resume production,cultivated fields of 53342 mu (96 % of that submerged)could be utilized,orchards of 5869 mu and economic forest of 13240 mu could be developed,land of 2. 32 mu could be provided for each person who needs to be resettled and to produce,meanwhile,corresponding planning of diversion works for irrigation are made. New villages with drinking water for man and livestock, electric supply,roads,cultural and educational facilities as well as sanitary equipment are planned for the migration who move to new-residences. Their living will be much better than ever before.Funds for construction can be paid from the submergence compensation of Xiaowan reservoir. In short,it is reasonable and feasible to resettle the Xiaowan migration by means of exploiting land resources.
