摘要
当前,东北亚石油工业面临着油气供需缺口不断增大、国际油价高企影响炼油业效益、环保政策日趋严格、石油进口来源和进口渠道存在诸多风险等新挑战,为此,东北亚石油工业界应携手建立地区性对话机制和石油安全应急体系,加强油气勘探开发、油气进口及储运、炼油化工、提高资源利用效率、发展循环经济、开发应用替代能源等方面的合作。
At present,there are new challenges facing Northeast Asia petroleum industry such as the(continuously) enlarging insufficiency between oil & gas supply & demand,international oil price hike affecting the benefit of oil refining industry,increasingly strict environmental rules and many risks in resources and channels of(petroleum) import.For this reason,Northeast Asia petroleum industry should set up regional dialogue mechanism and petroleum safety emergency system hand in hand and strengthen cooperation in the following aspects: oil & gas exploration & development,refining & petrochemical industry,oil & gas import and storage & transportation;enhancing resources utilization ratio,cyclic economy and development and utilization of alternative energy sources.
