摘要
本文以可持续发展作为低发育地区开发的指导思想，通过衡水地区案例分析，提出低发育地区持续发展的实质应归结为中心城市开发，经济低发育的根源在于增长中心实力和规模过弱。据此提出调整行政区划和产业布局，集中优势培育增长极，建立区域经济联合体，实行圈层梯度推进的发展模式。
Abstract A sustainable developmental model is used as a guiding idology for low economic developmental districts. The analysis.combined with Hengshui district in Hebei province as an example,indicated that the main reason which hindered the economic development in those districts is the too small scale and too weak dragging ability of the central cities. A developmental model was put forward, which included adjusting the administrative area, cultivating a growth-pole by using the whole superiority, forming a economic union and promoting the economic development for inner ring to outer annulation.
