摘要
网络技术的发展为公民政治参与提供了技术条件,激发了参与热情,拓宽了参与渠道,培育了参与型政治文化,塑造了参与型公民;但也有负面影响和局限性,诸如参与机会的不均等性、非理性化倾向等。为适应政治参与网络化的需要,政府需采取有力措施,增强积极作用,消解负面影响。
The development of network technology offers technical conditions for the citizen＇s political participation. It stimulates the citizen＇s enthusiasm in participation, widens the citizen＇s participation channel, cultivates the political culture of participation and moulds citizens who enjoy political participation. But it has negative impacts and limitation, such as not having equality of participation opportunity, non-rationalization tendency of the citizen＇s political participation, and so on. To meet the need of the citizen＇s network political participation, it is necessary for the government to take effective measures to strengthen the positive effects and eliminate the negative impacts.
