摘要
加强党的执政能力建设是新时期党建工作的重点和难点之一,它的基本理念萌芽于毛泽东和邓小平执政时期。江泽民在中共十六大所作的政治报告中明确提出了加强党的执政能力建设的思想。中共十六届四中全会通过的政治决定则标志着这一理论的正式形成并开始付诸于实践。
In new era, to reinforce the construction of CPC＇s reigning capacity is one of the key points and difficuhies in the CPC＇s building. Its basic thoughts germinated during Mao and Deng＇speriod .In the Report to the Sixteenth National Congress of the Communist Party of China, the thought of building up the CPC＇s governing capacity was brought forward definitely by Jiang Zemin. The political decision passed in the 4th Plenary Session of 16th NCCPC, it indicated that this thought has come into been formally and was applied into practice.
