摘要
河南是一个发展中内陆省份,随着经济全球化步伐加快和科学技术的突飞猛进,要坚持开放带动主战略,更加注重抓好对东部沿海发达地区的开放,注重技术、管理和先进理念的引进,注重人才资源开发特别是人才的引进和使用,注重加大固定资产投资领域的引资力度,注重经济发展软环境的改善和完善,注重“走出去”,走以开放促改革促发展的路子。
Henan is a developing inland province. With the great progress of the economic globalization and the rapid development of science and technology, the following strategies should be followed： to insist on the major strategy of promotion by opening to the outside; to focus on the opening to the eastern coastal districts with developed economy; to attach much importance to the introduction of technology, management and new concepts; to stress the development of human resources, especially the introduction and utilization of talents; to increase the funding in fixed-asset investment; to pay much attention to the improvement and perfection of the soft environment for the economic development; to emphasize ＂going out＂ principle and follow the way of opening to the outside in order to promote reform and development.
