摘要
近年来,随着我国对外开放和金融体制改革的不断深入,体制外循环的资金数量也不断增加。由于经济发展的历史传统、现有金融制度和各种投资投机等原因,导致体制外循环资金在我国长期存在,这部分资金的存在对我国经济和金融发展同时有着正面效应和负面效应。因此,对于体制外循环的资金国家应制定合理政策进行正确的引导。
In recent years, with the deepening of open-door and financial regime reformation, the quantity of circulation money outside of regime becomes bigger and bigger.Such reasons as historical tradition of economy development, current financial system and investment and speculation, etc.have made those money exist for a long time in China. The existence of those money has both positive and negative effects upon the development of China＇ s economy and finance. Therefore, reasonable policy for a correct guidance of those money should be made.
