摘要
无论从技术层面还是政治价值层面,电子政务对美国的政治进程都有着帜极的社会作用,然而“数字鸿沟”现象的存在严重阻碍了该作用的进一步发挥。通过分析美国电子政务发展中“数字鸿沟”的主要表现,将其产生的社会原因基本上归纳为非政治性和政治性原因两类,前者实质上是“不能”,后者实质上是“不愿”进而得出了一个以非政治性原因和政治性原因作为基本范畴的分析框架。
Whether in the aspect of technology or in the one of political value, e-government plays a positive role in American political process. But the digital divide seriously hinders its marked effect. In this article, by analyzing the main representation of digital divide in the development of e-government in America, we think that the existence of digital divide is mainly because of non-political causes and political causes, in essence, the former is “can＇t”, and the latter is “won＇t”, We next induct an analytic frame which base on non-political reason and political reason, and how to apply to the analytic frame is also set forth in detail.
