摘要
招标投标是指采购人事先提出货物、工程或服务采购的条件和要求,邀请众多投标人参加投标并按照规定程序从中选择交易对象的一种市场交易行为。招标投标通过过程的公开、透明、客观和最大限度的竞争,保证了招标投标当事人能够获得公平、公正的待遇。为促进公路建设行业持续、健康、快速发展,提高公路工程勘察设计水平和投资效益,规范公路建设市场行为,杜绝腐败和滥用职权,根据《公路法》、《招标投标法》和国家有关法律、法规,交通部率先在公路建设领域实行了勘察设计招投标制度,颁布了《公路工程勘察设计招标投标管理办法》,要求符合条件的公路建设项目,自2002年1月1日开始,必须进行勘察设计招标。
