摘要
提出污水处理厂建设、运行时可能遇到的问题和风险,从维护经营者权益的角度出发,找出一些解决问题、归避风险的办法,最大程度地实现污水处理厂经济效益和社会效益的双赢。
The article analyzed the risks and problems that arised when a sewage treatment plant was in construction and in service and found out some methods to avoid risks and settle those problems in order to protect the rights and interests of the operators .Thus the sewage treatment plant can realize the most economic and social benefits by the greatest extent.
