摘要
东北地区的新一轮发展有诸多问题和矛盾亟待解决,其中最重要的问题之一就是失业与再就业,已成为时下“东北人”关心和关注的焦点.在我国,东北是边疆最发育,也是受边疆影响最深刻的地区.内陆沿边城市的对外开放是推动东北亚地区国家间经济合作和共同发展的一个重要因素.它们与周边国家的商品贸易、经济技术合作和口岸合作对搞活东北内陆边境地区的经济、促进劳动就业有着重大的意义.着重分析了东北地区内陆沿边城市的就业现状,并进一步探讨了影响此类城市劳动就业的主要因素.在此基础上,给出了如何优化和提升东北地区内陆沿边城市劳动就业的相关区域调控措施.
There are many problems and contradictions which are needed to resolve in the new developing of the Northeast Area, and the most important one of the all problems and contradictions is the unemployment and employment. The problem of unemployment and employment has been the heart of the matter that the Northeast people care for and concern. In our country, the Northeast Area is such a region that the borderland develops best and the borderland influences it most deeply, too. The opening to the outside world of the north - east border cities is one of the important factors that promote the economic cooperation and the common development of Northeast Asia countries. And the commodity trade, the economic and technological cooperation and the port cooperation with other border countries are very important to improve the economy and promote the employment of Northeast interior border districts. Eased on analyzing the present situation of the labors＇ employment of Northeast interior border cities, the paper makes a thorough study about the obstacles and mechanism which affect the labors＇ employment of such cities. And then, at end of the paper, in view of the present symptom and in order to promote the urban employment capability of interior border cities, the author tries to put forward the relatively workable and practicable adjusting policies and measures.
